This little book sets out the policies of Sir Theophilus Shepstone,the then Natal Administrator to the natives of Natal.The aim of these policies was to bring together as far as was possible the Bantu speaking tribes of Natal,to preserve all that is best in native social life,and by means of civilisation and sympathetic Euopean guidance and control,raising them to a dignified status,alongside the Europeans.
